In the Publishing administration interface, users with one of the following roles can manually upload a .zip archive containing SCHEMA ST4 content:

ADMIN
KHUB_ADMIN
CONTENT_PUBLISHER (if the user has permission to publish content through an ST4HTML source).

It is also possible to use the command-line tool ftpub, or the Upload content web service.
