Users with the USERS_ADMIN role can access the Manage users section of the Administration interface.
In this section, they can, for example:
- Create a user account
- Manage users
- Manage groups
- Manage user roles
USERS_ADMIN users can also use the Users web services.
User administrators can only give an administration role they already have.
