The Cross-document links behavior option let administrators decide whether to display a button that readers can select to go directly to the book with the linked topic on the classic Reader page:

If the check box is cleared, the linked topic can be reached through the preview window by selecting its title or the Read the topic in context button.

If the check box is selected, the linked topic is only displayed as a preview in the popup window and cannot be reached. The Read the topic in context button is not displayed.
The check box is cleared by default.
