In the Publishing administration interface, users with one of the following roles can manually upload a .zip archive containing DITA content:

ADMIN
KHUB_ADMIN
CONTENT_PUBLISHER (if the user has permission to publish content through a Dita source).

It is also possible to use the Upload content web service.
