Proceed to publish the documentation in basic HTML.
The index.html file should display a one-level Table of Contents.
Note that index.html files created by FrameMaker only display the main heading levels.
Once published in Fluid Topics, the table of contents of a FrameMaker document includes all the sublevels as initially configured.
